Law Enforcement Remained Skeptical About Lead That Resulted in Arrest of Health Insurance Chief Shooting Suspect

Court hearings in New York City on that day revealed that police officers connected to the capture of Luigi Mangione were so skeptical of a tip on his location that they bantered about a prize sandwich in SMS exchanges.

"My supervisor stated, 'should you apprehend the New York City gunman, I’ll purchase you a hoagie from a nearby restaurant,'" testified Officer Joseph Detwiler of the Altoona, Pennsylvania police department. "In response, I said, 'Consider it accomplished.'"

In less than an hour, Detwiler learned that this seemingly spurious lead was accurate.

The Capture at a Quick-Service Restaurant

Mangione was captured in the state at a fast-food chain on 9 December 2024 in connection with the killing of Brian Thompson. Thompson's death on a NYC road on the prior date had spurred a sprawling manhunt and fueled widespread anger.

In response to dispatch's instructions, Detwiler and another officer went to the McDonald's. "Upon arrival, I saw the male sitting at a booth inside, next to the restrooms," Detwiler said. The man was wearing a large coat, tan beanie and light blue medical mask, exactly as the caller had said.

Detwiler inquired of the man for his name and explained that "someone contacted authorities, they believed you were suspicious". He asked for identification, which the man handed over. This identification would later be revealed as fake.

Detwiler also requested the man to lower his mask. "At that moment, I realized it was him immediately," Detwiler said.

Court Proceedings and Proof Challenge

The officer's testimony came on the day two of a possibly multi-day proceeding about if evidence was gathered illegally during the suspect's encounter with police. The defense lawyers have consistently pushed for the suppression of evidence secured during his detention, claiming he was not promptly advised of his legal protections.

The audio recording chronicling Detwiler's call was presented in court.

"There's a male in the McDonald's that looks like the New York City shooter," the operator told Detwiler.

Detwiler replied: "Affirmative. We'll be on that."

When questioned regarding his demeanor, Detwiler explained, "I was being somewhat flippant when I said. I did not think it was going to be the person that they thought it was."

The Critical Moments Following Recognition

Detwiler said he "remained composed" after identifying Mangione and called his sergeant. "Correct, he's here. It's him," Detwiler recalled stating.

On the phone conversation, Detwiler emphasized that he was not kidding. "My supervisor was taken aback, since he was the one who texted me the SMS when we got the call," about the free hoagie.

Detwiler attempted to behave as normally as he could, informing Mangione that police were there over reports that he had been loitering too long. Officer-worn footage depicted the suspect consuming food.

"In conversation, I inquired him if it was a steak sandwich," Detwiler said. He replied affirmatively. "I remarked it was my favorite." His intention, he said, was "simply trying to maintain things peaceful and routine."

A Role of the Mask

The extent of a factor Mangione's mask played in attracting attention is debatable.

When asked regarding the prevalence of masks in the area, Detwiler said, "We do not use masks. We have antibodies."

And since "hardly anyone wears masks" there, Detwiler knew the man they would later identify as the suspect was the person who had caused suspicion. "He had a face covering on," Detwiler said. "Therefore he had to be the person we were dispatched there for."

Legal Defense Cross-Examination

Karen Agnifilo, among Mangione's counsel, examined Detwiler once the prosecution concluded its questioning. She pressed on details about his recognition of her client.

Agnifilo highlighted that the dispatch call was labeled as "not urgent". "It did not sound urgent on the dispatch, no," Detwiler conceded. She also questioned that lights and sirens were not used.

Agnifilo implied through questioning that the timing of the positive ID seemed questionable. "It's at that moment, a couple of seconds into seeing him, you know: he's the NYC murder suspect?"

Detwiler again that he was sure. "No uncertainty in my mind."

Agnifilo also attempted to suggest that Mangione was detained without being informed of his rights. She asked about the officers' placement in the restaurant, implying they were positioned to prevent him from leaving.

Detwiler responded that he and his partner required room. "We are not going to stand next to each other and hold each other's hands."
