Zelensky Declares He Lacks Definitive Defense Guarantee from Allies

President Zelensky has stated that European allies have failed to provide sound guarantees that they will defend Ukraine in the event of a fresh offensive by Russia.

"I am asking this very question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on Wednesday.

His comments come a day after the UK and France inked a statement of purpose on deploying troops in Ukraine if a peace deal to end the war with Russia is agreed.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to end the invasion, reportedly did not sign such a commitment at talks in Paris on Tuesday.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which involved some three dozen nations that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said thousands of troops may be deployed.

Allies proposed that the United States would assume a leading role in monitoring a truce. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.

Moscow has thus far remained silent on the announcement made in the French capital.

President Putin initiated a comprehensive military assault of Ukraine in February 2022, and Russian forces currently controls about 20% of Ukrainian territory.

Zelensky's Shifting Tone

The UK Prime Minister characterized the joint statement as "an essential component of our dedication to stand with Ukraine for the long-term".

He added: "It establishes the pathway for the juridical structure under which British, French and partner forces could operate on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's military for the years to come."

Zelensky hailed that accord as a "huge step forward".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political resolve, and that the allies are prepared, and the allies are willing to give us strong sanctions, powerful defense assurances," he said when questioned if European countries would defend Ukraine.

"However, until we lack such security guarantees - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this crucial issue cannot be answered. And even if they do, you still have to rely primarily on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also notable owing to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

One envoy stated the participating countries "mostly completed" their work on finalizing security arrangements.

Last week, the President indicated a peace deal was "90% ready".

Territorial concessions and security guarantees have been at the forefront of unresolved issues for negotiators.

The Russian leader has consistently stated that Ukrainian troops must withdraw from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could withdraw its troops to an established line - but provided that Russia did the same.

Moscow currently controls about 75% of the Donetsk region, and some 99% of the adjacent Luhansk region. The pair of oblasts form the Donbas industrial heartland.

It has been intensifying attacks against Ukrainian cities - particularly targeting energy infrastructure. Moscow is also achieving slow progress in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with more limited success.
